Abstract

In order to ensure the safe operation of railway, it is necessary to improve the safety management level of railway signal and communication, and it is necessary to analyze the human reliability of operation and maintenance for signal and communication. Firstly, this paper analyzes the causes of human errors of telecom operators, and constructs the cognitive behavior model of signal and communication operation and maintenance safety. Then, the PSF evaluation index is analyzed from six aspects, which are individual situation, group situation, equipment situation, task situation, environment situation and the conclusion of historical experience, and the PSF evaluation index system of human reliability of signal and communication operation and maintenance is constructed, and the human reliability evaluation method of signal and communication operation and maintenance personnel based on Bayesian network theory is proposed. Finally, the applicability of the research method is verified by comparing the overall evaluation results with examples of different operation and maintenance periods. The research results show that the constructed evaluation index system and the adopted evaluation method are feasible and effective, and the evaluation results can provide theoretical basis and reference for the operation and maintenance safety management of the railway signal and communication administration department.
