Abstract
In this paper, a maximum likelihood estimator for differential delay and differential Doppler is developed which is appropriate for narrowband, high-frequency signals. The estimator is designed to accommodate a relatively unconstrained noise environment and to operate without prior knowledge of the signal's spectral characteristics.
