21 February 1980 Recognition Of Handprinted Characters For Automated Cartography: A Progress Report

The preparation of maps and other cartographic products involves bringing together information from a number of different sources. Many of the steps currently involve tedious manual operations. Handwritten character recognition (CR) techniques are being developed as a part of efforts to automate procedures. To be useful in such applications, strict accuracy constraints must be observed. Substitutions (misrecognitions) are particularly harmful. Rejections (inability to recognize) are less serious, although as high a recognition rate as possible within the constraints is desirable. A complete practical CR system involves more than just the recognition algorithm. Increased performance may be obtained effectively by improving preprocessing or changing a feature calculation, as well as by modifying the recognition logic. The CR system under development was discussed in "Recognition of Handprinted Characters for Automated Cartography" at this conference last year. Current performance will be reviewed and the planned approach to improve it will be presented.
