As the usage of multimedia is increased, the requirement of management on digital rights is emerged. Several
Digital Rights Management (DRM) systems are provided the solution of that requirement. The watermarking
technology can be used to several DRM system, such as MPEG-21. Conventional watermarking techniques intend
to make robust watermarking against attacks including compression. The watermark has information as well
as the cover image. In order to code watermarked image, more bits are required compraing to unwatermarked
image. The conventional watermarking researches does not consider this severely. We are interested in variable
rate compression considering streamming services. In order to maximize the image quality and the watermark
quailty in given bitrate, we should allocate the watermark rate properly. In this paper, we investigate the
optimum watermark length considering variable quantization step size.
