Abstract
In this paper, based on the study of the mean, standard deviation and other eigenvalues of travel time, the expression of path travel time reliability was derived step by step from the road-section travel time reliability, which avoided the limitation of direct assumption of the expression of path travel time reliability, and had a certain degree of persuasion. At the same time, combined with the edge capacity reliability model, a standby application bi-level programming model of the road network under random conditions was established, and the chaos optimization idea was used to solve the problem. The effectiveness of the model was further verified by case analysis.
